适用范围
为贯彻《中华人民共和国环境保护法》，减少盘式蚊香在使用过程中对环境和人体健康的影响，改善环境质量，制定本标准。本标准规定了盘式蚊香类环境标志产品基本要求、技术内容及其检验方法。本标准适用于以家用卫生杀虫剂、植物性粉末、碳质粉末、粘合剂和着色剂等为原料混合制成的各类盘式蚊香。本标准自2007年1月1日起实施。自实施之日起，代替《环境标志产品认证技术要求 无烟盘式蚊香》（HBC 11-2002）。
